It's cute if I think about it as a separate design. But it has nothing to do with Goomy and Sliggoo, and I'll never forget what is probably my biggest disappointment in pokemon as the leaks of XY started to come.
So yeah you're right, Goodra doesn't deserve to be hated that much, its designer does.

I've got a few favorites. A RestDance, Assault Vest, and Scarf set to be specific.
RestDance uses Hydration to get those tasty Rests off without ado. Rest and Rain Dance are crucial, unless someone else is setting your rain. From there, Dragon Pulse, and your choice of either Surf/Muddy Water or Thunder. If someone else sets up, you don't have to choose. I'd suggest a calm nature, with max HP EV's. The choice between Def and SpDef basically comes down to whether you want a dedicated special wall, or a more general wall.
For an interesting twist, give it Curse and Outrage. Nobody will see that one coming.
The Assault Vest set runs with a calm nature, and max SpA. The choice between SpD and HP investment determines whether you want to utterly wall special attackers, or keep some viability versus physical attackers. Dragon Pulse is obligatory, and both Sludge Wave and Flamethrower beat its would-be checks. The last slot can patch up whatever offensive hole your team has. Gooey works nicely to discourage physical attackers, but Sap Sipper lets Goodra eat up those nasty spores and seeds nicely.
The Scarf set relies on the element of surprise, and Draco Meteoring the shit out of something vital. Once the jig is up, Sludge Wave and Flamethrower make for a game of prediction with your opponent's switches, and the last slot is open for whatever. Calm, Modest, or Timid all work well, though I lean towards Modest. Max Speed and SpA investment, of course, though you could cut some Speed if you are looking to hit a benchmark to get some extra HP. Gooey might help secure the 2HKO versus another Scarf, while Sap Sipper remains as tasty as ever.
Any of these sets can be transitioned into a physical set with a little work. Goodra has a nice physical movepool as well, though the lack of reliable Dragon STAB hurts.
