I was going to try to argue that Janine's knowledge of the ninja-craft made Koga not distant but I found I disagreed with myself.
Look at how much Janine worked to emulate her father. Why? Because it was probably how he showed affection. Either he was incredibly rigorous and trainer her personally, showing love when she was successful OR he was distant and her dedication is desperate plea to get his attention.
Keep in mind Japanese business leaders have a pattern of adopting promising adult men so they can pass their business down to someone "in the family". Her either earning the place of gym leader through his value of her skill or some third party who judged her worthy speaks highly of her abilities, but someone that age often needs a reason to be such a wound motor.
