People only use the stall sets because they're uncreative fucks. Mew can fill almost any role a team needs, just not quite as well as more specialized pokemon. Here are a few examples of other viable mews, although the physical one isn't that great.

They are not used because they are not viable in OU. Those sets are outclassed by other mons.

Namely Gardevoir for special sweepers and Medicham outclasses physical sets. You use Mew for his amazing movepool, his niche in OU is Will O Wisp.

Also no, it's not unviable, but it's not an optimal use of Mew either, at least in higher tiers. If you want to use Mew as some sweeper, chances are there's something out there with better typing, speed, bulk, and battle results.
