What are good EVs for a Confined Hoopa? I've got 252 for SpA, but I can't decide if it's better to go with 252 Spe or 252 Hp. Can /vp/ help?

Speed sucks, HP sucks, I would personally go with either SpD or HP since anything slower than it would be rekt before it could move, and anything faster than it would just take advantage of the 2 4x weaknesses it has, so you might as well be able to take more physical hits, or stop any special damage from getting through. Confined kind of sucks though.

I was planning on running him as a special sweeper, but I am feeling conflicted about running trickroom since he has a modest nature and has 31Spe IVs. HP feels like a safer choice though especially since with his speed being so slow already, it feels like a waste using EVs on speed.

Alright. A Scarfed set could work, it wouldn't outspeed anything ridiculous, but it might net a surprise KO or two. Max speed on that one. Give it Trick to give that Scarf to a Crocune or something, it won't miss the fourth moveslot.
A mix-up could go with an Assault Vest set, and work as a special tank. Prioritize HP in this case, but splitting a bit off into Speed if there is a particular benchmark you feel you need to hit isn't a bad idea.
Hoopa doesn't get much of a support movepool, and you already went for SpA, so I won't go any farther here.
Hoopa isn't slow enough to warrant Trick Room. Hoopa is fast enough, however, to benefit tremendously from Sticky Web and/or mass paralysis of the enemy team. Consider a Galvantula, Ariados, or Thunder Wave+Roar/Dragon Tail shuffler as a teammate.
If you have a line on speed control, I'd definitely suggest the AV path.
In general, if the enemy looks like they have a Pursuit Trapper, play very cautiously. Typical offenders are Houndoom, Tyranitar, and Metagross. If it looks like it has Sucker Punch or Shadow Sneak, just bail.
