Electrode has no flesh based organs anon its basically a machine so rolling around doesnt do shit to its mental function, its optical perception is advanced enough for it to see clearly while its rolling around at high speeds.
Whirlipede would be faster since it rolls and because its a pokemon it has magic I aint gotta explain shit as the engine that pushs it forward, where as Scolipede has legs which can create high speeds if you can initiate the gait very quickly, due to its weight this would be pretty easy for Scolipede since it isnt light like Cheetahs causing them to be in the air and lose traction with the ground at their high speeds.

The speed stat in Pokémon is handled pretty weirdly. Sometimes it seems to be about actual movement speed, but sometimes it's about how quickly a Pokémon can react to things.
