A quick guide of how you should distribute your Mega's 100 free base stat points, anons:
Category A: If base form has >500 BST: At least 10-20 in its non-primary attacking stat.
Category B: If base form has 400<x<=500BST: You don't have to invest any of the 100 stat points into its non-used attacking stat.
Category C: If base form has <400: You're allowed to substract from base form's non-primary attack to invest in its other stats.
Huge Power, Pure Power, invented ability only for Category C's.

It would be better to give it a custom Ability that gives it perfect accuracy in Sun, which would balance out because it can only be abused for 5 turns. Inferno isn't even really that much power, it's the secondary effect that's valuable.
And you act like having 5 turns of perfect accuracy Hypnosis is broken (at least in Singles with Sleep Clause). There are already plenty of pokemon used in OU that can pretty much guaranteedly put a single pokemon to sleep. Run a Sleep Talk Talonflame or anything else you usually use to get around Sleep.
It also has base 100 speed in regular forme, and gets completely fucked by dedicated Rain and Sand teams. Just make sure its Mega isn't too fast. 110-120 max.

Earth Power because... Well, Grass-types should be able to use Earth Power, desu. Hyper Voice is a reference to mandrake/mandragora.
Bellossom gets Will-O-Wisp as a Fire-type move, steals Fiery Dance from Volcarona because it is now a Fire-type who can dance, and looks like a Pokemon that could actually use Draining Kiss. Solar Power because it is more or less one of the Pokemon who are tied to the sun according to lore.
Vileplume gets Powder because it can make pollen so why not this powder? Also stealing yo another signature move. Acid Spray and Toxic Spikes because... Well, coverage??? It can already learn Acid, so why not Acid Spray? Shield Dust is similar reason to Powder.
