I always assumed it was average IV's and no EV's. That's the easiest to set up, and we all know GF doesn't like putting in effort.

It seems that the devs directly inject them because most pokemon have 0 investment in at least HP.
Gengar is one of the these that showed up in a gen VII preview with 120 hp.
Solgaleo and zygarde clearly had alterations to their stats.

Except that's impossible, 10% has more HP than is possible at base 18.
