They don't though, Johto's legendaries have some of the best designs and the best executions.

Lugia has been the best wall in the entire game for 15 years in a row now though
I honestly think the Gen 2 legendaries include the best trio, best box duo, and best pixie.
Ho-Oh and Lugia, in my mind, ooze quintessential "Pokemon" style. I think they're probably some of the more iconic designs of the series.
