Fire-type starters are usually the most common choice, right? So if I had to guess, more people chose Tepig than the other starters in BW, which means that Pansear was the least-used of the three monkeys (remember, you got the monkey your starter was strong against near the first gym in BW). And as the least-used monkey, it's not surprising it would place the lowest of the three.
Of course this is utter speculation and could be bullshit, but it's a thought.
