I have to disagree here since almost all of Octillery's useful moves are special anyway (Surf / Scald / Hydro Pump, Ice Beam, Flamethrower / Fire Blast, Sludge Bomb / Sludge Wave, Energy Ball, Flash Cannon, Signal Beam, Psychic) and thus it pretty much always runs special sets. I think M-Octillery should definitely be a bulky special attacker.

I wouldn't say that it's "too good". Definitely a pain in the ass to kill, especially for physical attackers, but not too good. It's still a slow Taunt bait without reliable recovery and it loses Leftovers too if it has to hold a Mega Stone. Also, powerful special attackers still take care of it:

more emphasis was placed on defense than sp. def to better compliment intimidate, and realistically it could see +10 sp. atk but really it can't distribute its stats that much due to stantler's poor base stats
