Probably their way of making them equal for in- game use. Since the first few gyms are historically strong against fire type, they gave it a little buff.

Originally, starters were designed as a pseudo difficulty level; where Bulbasaur was effective earlier and evolved quicker, and Charmander started out weaker and took longer to evolve, but ended up stronger.

Venausaur was better than Charizard til Megas though. Even in Gen 1 Venusaur had lots of god tier moves, Leech Seed Toxic glitch combo, Sleep and Stun Powder, and most importantly guaranteed crit STAB Razor Leaf.

Empoleon is average at best. The lack of recovery really hurts it and is easily walled.

In RBY, the starters had the same stat total - 425. Presumably to add a little more variety, the three starters got slightly different amounts of points added to either Special Attack or Special Defense - whichever didn't inherit the old Special value presplit. Venusaur got an even 100/100 setup, Charizard got 109 SAtk, and Blastoise gained 105 SDef.

These. Gatr is locked out of OU by Azumaril, but it still has a rather good niche in SD and hitting harder than Gyarados while being bulkier than Crawdaunt.
Empoleon would be OU if it had Roost. Killer defensive typing, good Sp. Attack, access to both pebbles and Roar, it has a lot.
Mega Blastoise is just a slow Starmie. Rapid Spin is not what it used to be.

I can easily see Feraligatr in OU if it gets a descent mega. It has all the tools for a great pokemon, it just lacks some stats.
Serperior and Feraligatr rose in viabilty because of their hidden abilities. I hope Gamefreak will buff some old abilities like Leaf Guard (a worse Hydration), Run Away and Illuminate or retcon the distribution altogether (I'm looking at you Scolipede).
