Was this an objective improvement over RB or did it lose some of the original charm?
It's hardly different, but most changes were improvements. The only missing "charm" might be not being able to choose wonky color palettes when booting up R/B on a GBC.

Clearly it's an objective downgrade because you can't fucking evolve Pikachu.
It's not as clear of an upgrade as, say, Crystal was to Gold and Silver, or any other third version, but it improves a couple things. It does change a few things that weren't broken to match better with the anime, but most of those things don't matter at all, so it's just personal preference.
If by "original charm" you mean nostalgia, that obviously depends on which you played first, or if you played all of Gen 1 in close enough succession for it all to be about the same for you.
