You can tell by the smooth lines that it's not Sugimori's art. Compare Hau and Lillie and Kukui to the SM protagonists. Or the starters to Pokemon in gen 6. Sugimori draws the lineart out on paper and scans it, the lines are rougher and have more wobble to them than Ohmura's art which is all digital.
Not that that's bad. I don't think a good artist could save Yungoos without a redesign.

Ken Sugimori no longer creates the Pokemon designs (excluding some box legends). He has GameFreak employees pitch designs to him, but he always draws the final product (because him and Tajiri are the company execs). Same for the character designs, The earlier Gens when Sugimori and Tajiri founded the company they had less manpower and created the designs themselves. That's why alot of these new designs look like shitty DeviantArt fanarts with any and all would-be intricate facial features glued on the Pokemons' faces

I have to agree, but I think the art scheme for Pokemon in general has grown stale. There is no real growth. It's just a money sink that thankfully lends credibility to turn based RPG games as a viable medium of play, especially when paired with a huge variety of characters with varying statistics.
I think the entire medium could be improved upon in a way that still caters to the new players of low age brackets, and still be much more viable to the older audience that has grown with it for 20 years.
But I'm also trying to make these points on /vp/ so I doubt I'll have more than three people agree with me.
