Stake Out hits the incoming Pokemon. Pursuit hits the outgoing Pokemon.
Stake Out's effect will always apply for a raw switch-in. You'd want Yungoos to be slower than the opponent for Stake Out's effect to apply on a mon that comes in via U-Turn or Volt Switch.

No. It's more of an Assurance-esque move. Punishes mons for coming in, especially if there's entry hazards up.
