They have nothing in common, except an argument can be made about the claws. But that's hardly a big enough reason to justify it being a pre-evolution.
The color scheme is completely different. Not one common color. Face is completely different. No matching aesthetics.
Now, granted there are two other cross gen evolutions that this can be said for as well. Politoed and Bellossom. Politoed does have the same eyes, and a swirl on it's belly though. Bellossom on the other hand doesn't look much like any of it's pre-evolutions. Other than the flowering. Bellossom is the only real precedent available for the argument. Except that it's an evolution not a pre-evolution.
If yungoos had a red stripe instead of yellow, then I can totally see it being a prevo of Zangoose. But they just look nothing alike, and all we're going on is a name.
