Band is the best possible item for its intended role of a wallbreaker. Once it's up against a specially defensive Pokemon you can usually just click banded Return and get a guaranteed kill, with very specific exceptions you can instead predict with coverage. Stakeout means all attacks deal double damage to anything that switches/enters in the turn Yungoos uses an attack.
It does not work when the battle first starts, nor when the opponent sends in a Pokemon to replace a KO'd Pokemon.
It is for switchers, U-Turners, Volt-Switchers, etc, i.e. Pokemon entering and leaving mid-turn.
