What you saved is an ips patch.
You need an application to patch it to the original rom like Lunar IPS. Once you do that, the romfile it spits out is your Red++ game. Drag it to your roms folder on your phone then use the emulator to navigate to the rom folder and start up the game.

I'm a really big fan of RED++, but to be honest I fell in love with the Sevii Islands postgame when I played FireRed and LeafGreen. I know that the Ruby and Sapphire quest on the islands is kind of rendered obsolete on account of it being a Gen 1 game, but unless the creator of RED++ has plans to implement the Sevii Islands at some point, then LeafGreen is always going to be my go-to game for Kanto playthroughs.
