Is Zygarde (complete form) a worse designed legendary than the genies?
The entire Zygarde family of formes looks goofy. Zydoge and Zygundam are the worst looking ones of the bunch.

I think 10% and Complete forms are fucking awesome, actually, especially as 3D models (I didn't much like the 2D images we saw at the end of last year or whenever they were first unveiled, and I haven't watched the anime so I can't comment on 10%'s appearance there).
It doesn't really scream "Pokemon" to me, but I think Complete Form Zygarde is fantastic.
