A few "rules" that I used to count
-"Angry eyes" had to have been slanted downwards, regardless of mouths being frowned (doesn't apply for pokes with something overshadowing their eyes. ex: gardevoir, seedot, etc)
-Pokemon like Dodrio, Executor, etc were counted as 1, as well as pokes with alternate forms like Giratina and Deoxys. Megas weren't counted

For an actual answer, it's because Gen1 had quite a diversity of eye styles, whereas the later gens tend to stick to a more consistent art style. So Gen1 gets the reputation for angry eyes, even though it still had more cutesy ones than angry ones.

I noticed
triangle-eyes is an art-style of old anime's from the 90's. Look at something like super saiyan goku from the freiza saga to know what I'm talking about. It's an art style that you would have known about if you weren't underage and didnt grow up in an era where everything is digital and plastic.
