VGC player here. This whole thing is hype. The level 27 is probably fast enough to outspeed smeargle fake out. And the moveset is

>feint
>cant remember prolly protect or nuzzle/twave
Feint works like quick attack while also breaking protect which is popular in VGC. Its moments like this in VGC that drew me to compete

It seems like the player leveled it enough just so it could learn Feint, which is level 21, and got leftover exp.
Level 27 accomplishes nothing in speed or defense, so it's a nice touch to have such sloppy pokémon win such a big fight.
That's fucking awesome.
