Why do you want an asshole rival who never changes? The only 2 like that were silver, and Gary. To be honest, gary wasnt even that big of a jerk. He was more like, "hey how are you doing with you're pokemon? let's battle to see who got stronger! I've been doing a great job with the pokedex, you should work on it too!"
He was a jerk in the beginning saying you shouldn't worry about the pokedex bc he'll do it, and that he'll tell his sister not to give you a map. I think he made a few "what took you so long?" comments. People blow the "asshole Gary rival" out of proportion

Did you stop playing after the E4? Silver started showing more love to his Pokémon at Victory Road, you see his attitude change at Mt. Moon, and you see that even more at Indigo Plateau in your rematch, where he managed to finally evolve his Golbat.
And Gary wasn't that big an asshole, but he was still abrasive, which is the point. There is never any amount of competition between any of your XY rivals, they're flat as cardboard and don't do anything besides "hey, we're friends! I love [character's gimmick]! We're friends!"

I'm not trying to defend xy rivals. They were terrible. They were some of the most useless characters I think pokemon has ever had. They had a chance with serena/calem but they totally the away the wasted potential.
I guess silver kinda changed, but he still never really changed enough to save his character. That and his "edgy" back story and daddy issues doesn't help make him a worthwhile rival. He hardly even interacts with team rocket; hgss improved his part but he still fell short, especially after Barry in DPPt. All he does is call you weak even after you rip his team apart each time you meet him

If we were going to have NPCs base their personalities on the meta power level of the player relative to the difficulty of the game, Gym Leaders should just instantly give you their badge, it's annoying when you go up to them and they're like "you're not strong enough for this badge, I'm going to battle you!" They should just acknowledge you as the strongest trainer immediately and make you Champion at the start of the game.
Your rival is meant to be seen as around your power level in the narrative of the game. The reason they aren't is because Game Freak wants the games to appeal to the mobile generation.
