Gliscor, Weavile, Garchomp and pretty much all pseudos (maybe except for goodra but he's not bad either), Gen III's starters, Slowbro, Machamp, Alakazam, Gardevoir, 75% of legendaries, Shuckle.

Those are just of the top of my head, I bet there's many, many more. Pokemon only tend to drop or increase in tiers when the meta or the pokemon itself changes (significant movepool increases, introduction of new types, generally affecting moves, new HA, etc) so most tend to stay good or bad unless something relevant to them changes.

Plenty of Pokémon are banished to Uber simply because they're ridiculously good in 6v6 singles. In doubles they're much more manageable because you can strategize more. It also means Pokémon can be successful in a niche out of left field (see Pachirisu in 2015).

Not a Smogon hater, I used to play on Showdown! back in gen 4. I actually think that allowing the legends they allowed in VGC was a mistake.

Anyway, even though Snorlax and Zapdos have been in and out of OU, I'd still count them as good, more so Zapdos. It might've dipped but its never really been bad by any means, not like Tauros or Golem have.

Then there's things like Metagross and Lucario where the first time that they've started to dip, they recieved a Mega, but I dont know if that really counts.
