Why? There's absolutely nothing distinctive about it. Its stats make it just passive enough that it simultaneously can't wall yet can't deal any major damage. Sure it can Leech Seed, but a million other things do that better. Same for Reflect/Light Screen. There's nothing unique about it.

The design is fine, but if you go in-depth looking at it, it basically just mirrors the same premise as Bulbasaur (hurr durr stage one is a seeded plant, then as it evolves the plant gets biggeR!) and doesn't add anything new to the table.
