First off they are pale because, demographically, people with lighter skin are the ones who buy and play the games. Also it being a japanese game, it helps relating the trainer back to the player. And lastly, lets face it, when a character has lighter skin, we see their features more clearly and so they appear more attractive.

I'm not that Anon but the assumption that the main characters come from Kanto is based around the fact that Shohei (the boy from the Japanese trailer) was moving from one of the Japanese regions to Hawaii and the fact he was playing one of the VC re-releases. It's also obvious that the main characters moved from some location because Kukui specifically says "Welcome to paradise" when meeting him for the first time, if they hadn't moved from somewhere and had lived in Alola already then it would make absolutely no sense for him to say that because they would already have been living there. It's just common sense.
