Zygarde changes its HP in battle because it's gaining mass by accumulating more of the cells. Megas do not gain HP in battle because they merely change form, not add mass.

Do you understand how Zygarde works?
Zygarde cores call upon Zygarde cells to compose itself to 10% forme, 50% forme, and 100% forme. Thus, when it goes from Core>>10% forme, 10% forme>>50% forme, and 50% forme>>100% forme, it is gaining mass and thus gains HP as HP is directly correlated with mass and constitution. Thus, as Zygarde gains more cells, it is gaining mass, and thus its HP goes up as well.
Mega Evolutions are unlocking of inner powers of pokemon in some manner. Mega evolutions are a metamorphosis, not due to an accumulation of physical mass, but due to energy-related conditions that unlocks what was already inside the pokemon to begin with.
It's rearranging the molecules in its body to its new form, but it's never an accumulation of mass from an outside source, ergo, Mega Evolutions never have an increase in HP because it's the same physical mass, just in a different shape.
