The disc that gives you Magearna is given away free to those that go see the Volcanion movie in theaters. It isn't pay to win at all OP. Also since Ga-Olé is replacing Tretta which is a Japanese exclusive arcade game it's pretty obvious they'll either make it a Nintendo Network event or even leave a slip in the Sun and Moon cases with said QR code for those of us outside of Japan.

We have no idea if the other discs will have QR codes or not, for all we know the Magearna disc QR code could be a one time thing, but even if it isn't a one time thing who gives a fuck? Many fans out there will probably love Ga-Olé as much as they did Tretta and they will buy the packs for discs regardless because its to play another game they love from a franchise they love, it's not like they'll just buy the packs for the QR codes and then throw the discs away. They will use the discs they get because they want to play the game.
