Immunity to burn on a physical attacker and toxic on a wall (of which this pokemon could turn out to be either) is fantastic.
The immunities to paralysis, freeze and confusion are just extra nice. As a normal type it can already switch in for free on ghosts, but now it is also safe from the will-o-wisps they carry.
Of course it all depends on the evolution and stats, but the ability itself is fantastic on a normal type which naturally has none of those immunities otherwise. Imagine it on Snorlax.
