Some dogs, when they get limited exposure to a particular type of person, will pick up these kinds of tendencies if they associate bad experiences with that type
IE: A dog that was abused by a black owner, didn't get exposed to many other black people and have positive experiences with them, will hate all black people.

Maltese was taken in as a puppy a few weeks after it was "independent" from its mother. We don't know the original owners too well (they're white) so it's definitely possible something happened. Sad story bro, I'm glad you took it in.
