Trick question. Lucario was only the first RECORDED. IN KALOS. Even Hoenn may be wrong since Rayq was the first recorded for them. Who knows what it is elsewhere. However, in all of these instances, it is known that the regions know about each other. Why this didn't involve compiling their knowledge together, who knows?
