Eh. I'm a feminist and I don't really think there's any hard examples of sexualized characters in Pokemon. Sexualized implies more than just wearing very little clothes. It implies more of a context and a role within the media.
For example, Kukui and the Beach girls in pokemon don't serve to titillate you. It's simply their character design. It's appropriate for a beach girl to wear a bikini.
On other hand, if the beach girls had suggestive dialogue and extreme jiggle physics it would be sexualized.
However, things can be sexualized by the fandom---as Kukui is being. But that sexualization is not the developer's fault.

Just another fad of tumblr homos making everything bara again. Bara is a lot more popular among gay men, and not so much among women. So Sycamore didn't get as much borderline nsfw art because he doesn't have any features to barafy very well. Kukui is more rough and simpler looking, and with showing some skin of course he was instantly loved by the bara loving tumblr homos. Women draw porn sure, but they're more inclined to draw porn of slender and prettier men and in a more tasteful sense. Sycamore doesn't reveal that much skin so by default they try making him sexy in his clothes. Otherwise he could be anyone? Kukui has an open coat so it's easy to make him look sexy and keep everything he has on at the same time.
Kukui was just an easy target for the sexually frustrated bara loving homo community. While yeah Sycamore was loved by the same community too anyway, he doesn't come off as the type to "dominate" or look nice with body hair and sweat.
