Right now, no one's taking a confusion ban seriously (mostly because it's just PU players whining about having to suspect Machoke because of 1 move), but there absolutely is a consensus in favor of banning Baton Pass boosting, with only dEnIsSsS against it. Only "dry passing" would remain.
Keep in mind that Smogon also seriously considered a Scald ban, but discussion on it died.

I'm a completely shit player, and even I do well just by spamming the hell out of them. Everything learns them and they're so low risk that even frail attackers can spare the moveslot. Clefable is borderline broken solely because of Thunder Wave.

It works, and it's easily counterable, but only if you're prepared for it. The last thing Smogon wants is people to build their teams to be prepared for a multitude of threats. Ban half of the strategies that people might use, and team building becomes that much easier.
