Seconding HG/SS. Modern enough to keep his interest, very user friendly without being hand-holdy, and introduces him to 2 of the 6 (soon to be 7) regions in one game. Plus I think kids are the type to be enamored with Pokemon following you.

The save times in gen4 and 5 are horrific and were the biggest turn off for my cousin getting started.

I think he should be fine with ORAS, as giving him older gens would just alienate the experience as a first game.
