Why bitch about the ability? Multiscale is great. It can survive pretty much any priority that would normally fuck it up, and probably has the ability to set up.
It'll probably just be Lugia with a worse typing.
100/100/100 or higher defenses, stronger and faster than Mega Gengar (taking an item into account). Otherwise it'll have literally no place in Ubers.
That said, it'll be too strong for OU unless steel gets its ghost resist back.

Ubers is really not a place for serious competitively play because its essentially just a banlist from OU. Every tier below it has a place to send Pokemon that are too strong and into a metagame that (should) let it be viable. Ubers doesn't have that. AG doesn't count, because it was solely made so every team didn't have a Mega Fug and five Mega Fug counters.

We know that Solgaleo has 152 in its HP stat and is probably the physical attacker for the two. Also 150 is usually the magic number for box legend attacking stats. Lunala is a bat so it's probably fast.

You can make the banlist argument for literally every tier not named LC. Ubers has the smallest list of competitive Pokemon, and while Xerneas and P-Don are admittedly OP in it, literally every pokemon forced into Ubers has a place in it. Ubers is every bit as competitive as tiers not named OU, and is by far the most stable meta, and is virtually immune to flavor of the month and a lot of the bullshit that plagues lower tiers. The Stat-Brick that most Ubers have makes the gimmicky mess of lower tiers essentially vanish. It has a Banlist, even if Mega-Fug is the only member.
Ubers is absolutely a proper tier, and is easily the most strategic tier where the fewest number of matches are decided at Team Reveal.

Deoxys-N and as several Arceus Plates, are only unused because they are directly outclassed by something else. If Deoxys-A were not around, Deoxys-N would still be a force to be reckoned with. Any Arceus form is capable of sweeping, tanking, or supporting as needed, even if some forms do some jobs better than others. Even the unused Ubers mons can still be used to good effect if desired.

Like all box legends it will have no less than 90 in any stat.
It wants to be fast (relative to ubers) so 110 speed or higher.
It doesn't look like it'll have a HP stat worth a damn so that can be 90.
It seems more specially inclined than physical so higher spa and spd than def and atk.
Thinking somewhere in the ballpark of:

Spe: 110
Which makes it a great ghost spam mon. Especially good if its sig isn't worse than shadow ball.
