I don't mind the re-usage of models, even if for another 1 or 2 gens after this, but just because I believe tweaking and animation can be added in the future.

The point shouldn't be that flying Pokémon still looks like they're gliding while being still midair.
The point should be, that unless it's a sky battle, the Pokémon should preferably stand on the ground unless their wings are flapping when they fly, maybe Charizard being the exception.

There are quite a few Pokemon that actually flap their wings. Charizard, Fletchinder, Talonflame, Pidgeotto, Pidgeot and the legendary birds and Lugia to name a few.

What they should do is have all flying type Pokémon and Pokémon with levitate have two models. One for regular battles, where they are in a natural stance, and used for sky battles. Also, they should at least flap their wings in sky battles.

Yeah, would it be so much trouble to have 2 models for Flying types? 1 for ground battles, that have them standing on the ground and 1 model for flying/sky battles, I HATE that Swellow's wings look like it's soaring through the sky when it's levitating off the ground...I think it's stupid that not all FLYING Pokemon can be used in sky battles too simply cause their game model doesn't have them flapping their wings...
