Eevee has always had sand attack. Figure it should get a ground type eeveelution that has to know sand attack and whatever the new gimmick is for this gen to trigger the evolution.
That's another thing, these eeveelutions only happen to ring in a new evolution gimmick. And weirdly Sylveon only has that amie evolution gimmick to itself so far.
