Tajiri has no direct involvement with the series, because he would literally make himself sick when working on the games. Masuda took over because he's a better face for the brand, and doesn't have to balance work with mental illness of the same caliber.

The resources needed for BW2 are lower poly (when models) and often sprites without any skeleton, textures or cycles.
It's much easier to create new assets for less powerful hardware. This is the reason you see pseudo-8bit games like Shovel Knight, rather than ACM-style Donkey Kong Country type indie games.

I think you're confusing Tajiri for Game Freak. Prior to the release of RG, GF was running on full cylinders, even forgoing payment for employees. They had to downsize, and literally needed Nintendo's publishing deal to get it off the ground.
Surely, Tajiri was working hard then too, but he detailed his current work habits in that article.

I fully agree and have anticipated that since 2013. It was pretty clear where most of the development time went for those games.
Should be noted ORAS created many of its own assets, in part to replicate existing maps and designs, but also due to a bifurcation of artists. ORAS saw newer talent pushed to the front while XY had more veterans working on the environments.
While it might not be directly using assets, we'll certainly see this experience culminating much like was saw spritework (and the GB soundboard) culminate for the DS games.
