People are more prepared for other threats than Mega Tyranitar these days, so you can slap on a DD Mega Ttar and basically call it a day if they don't have a Scarf Landorus-T or Breloom.

Only in Smogon. In official formats you're better off with Scarf Tyranitar.

Mega Ttar gives it a more viable Dragon Dance set with that speed boost. which you can actually outspeed Weavile after a boost.

but really the only thing it's great at is Dragon Dance, which Mega Gyarados does better IMO.

you see regular Tar more because it's just an amazing Scarf Pursuit trapper and Sand Support without having to use your one mega on it.
