Don't know about being best but it is one of the few mons with a reliable high-powered move of its typing in Gen 1. Dig had a hilariously high 100 base power back then and Earthquake was just a faster Dig. It's one of the few you can keep reliably and its use stretches through three other Gyms after Surge's while conveniently putting all but one of Agatha's pesky team down, all of them within a turn; while the rest of your team might need a TM or two, Diglett > Dugtrio comes with the entire package, no DLC needed. That Earthquake shook up some friendships back then on link cable battle.

It's quite the glass cannon, though, and beyond Gen1 it's just that, a glass cannon. Not even within the top few glass cannons, just a glass cannon.

It's still cute tho.
