This assumes that, between the two forms, not a single scrap of Zygarde Cell exists in the world. I'd actually assume the complete form would be more common than 2 50%. Zygarde sends out a call to arms to round up his parts to take on the form of Perfect Zygarde. I can see one 50% form being used as a hub, but the rest would have to stumble across one another. The Dog form would be unnecessary if Zygarde was so content to split in half.

Well, if you want to use the anime, they use Infinity Energy to irradiate the Zygarde cells to fire a weapon that causes plant growth that later dies out. Zygarde core is also shown to grow forests. So I mean it could be possible the tree has something to do with Zygarde if you want to go by that.
