Silent protags are shit most of the time. It's lazy making the player have to imagine a personality for a character. The only times when it's acceptable is when they are actually expressive (See Wind Waker Link), which pokemon always fails to do.

To allow you to more easily put yourself in their shoes. Pokemon MCs were always meant to be self-inserts, it's why the intro of Red and Blue puts so much emphasis on the beginning of YOUR journey, coupled with the total lack of backstory aside from living with your generic mother in generic starting town.
It's why the customization in X and Y felt so good, it allowed you to really make the character the avatar of whatever you wanted it to be, whether it was a self-insert or just an idealized version of the character you wanted to make. I look forward to it returning in Sun and Moon.

Why do people want the protagonist to speak? What would that add?
The protag is meant to be a blank slate because it's YOU going on an adventure, hence why you get to name then

I know that it is, and is still marketed as such.
But I kind of stopped considering Pokemon as a JRPG ages ago. Or at the very least not on par with the other JRPGs I buy like Nier, Persona, Bravely Default, etc.

Silent protags are fine. They're generally a vessel for the player to experience the world, and allow role-play. Some games are better suited to this kind of character, and games can even do fun bait-and-switches using a silent protag (see: undertale, earthbound, etc).
Non-silent protags are also fine. They allow the player to experience a character's story as opposed to being put into the story themselves. Some games are better suited to this type of character.
I'm sure whichever route pokemon decided to go, if they tailored the game with that kind of protag in mind, they could do it well. Though I personally enjoy the silent protagonist trope.
