I think Chimchar is the best option.
I went with Piplup my first run though, Empoleon's resistances are really great.
If you pick Turtwig you'll most likely miss out on Roserade.

Gen IV has the best of all the starters

Empoleon has amazing resistances and can act as a bulwark. Just watch out for electric attacks.

Monferno is a solid fire / fighting. Classic and reliable.

Torterra's my favorite though.

Chimchar if you like fire types, as gen IV was severely lacking in them unless you really like ponyta.

Personally I never tried piplup but it seems pretty cool.

Turtwig was my favorite to use of the 3 for in-game.
