Make Cut a 75BP physical grass move.
Make Rock Climb a 85BP physical rock move with 100% accuracy and 5% of confusing the opponent.
Make Fly a one turn move instead of charging it and 100% accuracy.
Strength is alright as it is.
Make Rock Smash 55?BP or something more than it's actual BP to make it kinda useful for early game.

Retcon them.
Cut has 60 BP and an high (12,5%) crit chance (like a slash move should have).
Rock Climb is a Rock Type Physical contact move. 90 BP, 90% Acc. Also this move is 2x against rock types instead of 1x.
Strength is Fighting-type. 100 BP, 100% Acc, 10-16PP, lowers the Atk of the user by 1 after the use.
Rock Smash has 60 BP and 100% chance of lowering target's defense by 1. When you smash a rock with this move that's a 50% chance of dropping an item from that rock (Shards, Gems, rock-related sellable items, etc..)
Defog clears Screen moves away from both sides. Also is an offensive move now. 40 BP, Flying, 15-24 PP, Unmissable. Also defog nullify sandstorm's effect but just for that turn. (it dispels the sand before other sand comes). In overworld, it dispels sandstorm in place adjoining with screen border for 200 steps. It can drop berries when there's a tree behind the battle.
Fly is ok (it gives you invulnerability for the charging turn and no npc switch out their mons). Just give it 100% Accuracy. For the less damaging, not selfdamaging with recoil version of brave bird, they just should retcon sky attack or create a new similar move. (95 BP, no charge turn, 100% Accuracy. No flinching chances anymore.)
Waterfall is ok.
Sub has 90 BP instead of 80.
Flash should remain a TM, so you can make it forgot when you like.
Whirpool has 50 BP and 100% Acc.

HMs remain in the game as usable items for teaching Pokemon those moves. However, you don't actually need a Pokemon to have that move in their moveset to use it in the overworld. All you would need is the HM item itself, any Pokemon that can learn it (but doesn't need to have it), and then the appropriate badge to use it.

It's a prevention for player actions where you HM your way to a location and end up deleting your only way out. Most young players aren't paranoid enough to wander everywhere with Escape Rope always in the pack or have Teleport/Dig ready.
Some would say you could just make it relearn the move but it makes no difference, if you weren't able to decide on which of the other three moves on your 'mon to delete when it learned a new move, you're just going to lose another slot re-learning the same HM move to get out of a location.
You could go to the move relearner later on, but why waste a Heart Scale at all to do what is essentially running in a circle with two moves?
