Pretty sure the devs actually held a vote on if it should be changed to be part rock like 2-3 months ago and the vote failed because people just didn't want to change stuff this late even though it literally would have taken 10 seconds to edit the wiki and games files.

That makes sense considering Pebblosa is probably responsible for 50% of the total loses in the demo.
People just can't handle that Sand Attack + Lick combo.
