Hoopa teleports everything from mons to whole islands, for example. Hoopa might have a major role in S/M, that's one of the theories as an example.

Gamefreak does not care about regions. They can put Zygarde wherever they please. Plus there's a big tree on the island to the west, which could be the place where you change its forms.
