We'll it's not that easy.
First of all it's very likely that it simply rounds up to the closest percent and doesn't show decimals.
Also it's basically confirmed that older Pokemon are appearing in the dex so it wouldn't just be counting new mons.
Last we don't know if that percent is for Pokemon you've caught or seen so maybe 3 Pokemon see is 1% so it could be up to 300 or so.
