The Victory Road isn't necesserily a cave as intended trainer dungeon, see GSC/HGSS and BW2, all had the Victory Road beginning before the cave and puzzle part.

That's when they're most useful though. Dragon types and the Ice Beam TM tend to show up late-game as well. Early game you have to deal with lots of rock, fire and fighting types in every game so ice tyoes wouldn't see much use.

I saw a video with a theory this once
Basically it says that Gym leaders are kind of like the protectors of their town and region and can be called upon in a time of need, kind of like the climax of black and white. And with Dark being called Evil type in Japan it wouldn't be fitting.
Elite Four members don't have that responsibility, all they have to do is be strong. So yeah.
