That's fucking stupid because there is a whole forest that separates this dock from the other one. Having another dock 100% makes sense for convenience.

Pier
This might not be the appropiate thread, but I'm sad to see there being an elevator to the snowy peak village. That means there's no fucking cave route.

It looks like the steps go down from the road to a tiny pier

I think it's an undersea passage. The steps look like they go under the thing that looks like a pier. I think its just the sealing of the mouth of the tunnel preventing water from going in.
This is art work, so the lines follow a more free style. Maybe we'll find out in 12 days at e3.
