There is no indication that Lillie is "the" rival. All we know is that Hau gets the weaker starter, and from GF/TPCi's POV, there is no "definition" for what a rival is.
They deliberately did not show us her in a battle unlike with Hau, and specifically brought attention to her not liking battling, her role as an assistant, and her story relevance.
If she has the stronger starter, then there was no reason for them not to show it like they did with Hau, as all starters are revealed, the only reason we haven't seen it is because it belongs to another character. If Lillie does get to battle somewhere down the line, she'll use Pokemon that haven't been revealed yet, thus is why we did not see her battle in any of these trailers
