Er, his idle is just him sitting there. He has AN animation where he stands up but it's clearly just a short shot.
The point isn't really that it's impossible that any of its froms can be both upright and not, but that that fake evo really doesn't look like it moves like a pinniped like Popplio does. Both of its evolutions looked pretty clearly primarily Pokemon that walk upright and would therefore logically, in an idle animation in battle, be upright as well. It's possible these aren't just plain idle shots (Rowlet is in motion) and the fake Popplio final evo is just laying there or on its side or something still but I feel I can safely assume it isn't the intention of the original artist that its primary form be like a pinniped.

The second and final evo both look clearly stylized to be able to walk upright to me. A little moreso clearly on the second one given. I'm sure you've seen cartoons or animations or whatever where a fish tailed thing is shown walking on its fins like feet. But it's also based on the fact that while you can draw it in pinniped form, it doesn't make it look right. Its form is more like a fish or mermaid as it evolves rather than a sea lion, since their upper bodies are humanoid. It moving would be more like a person dragging itself along if it's like that art posted up there.
