DexRotom does more than just be a Pokedex. The OP image is clearly a map function pointing you to a destination (though how confusing can the overworld be that it has to be now that it's to scale to warrant a constant map, dunno) Its description included that as well as making informed decisions based on things you do and people you speak to.

We lost PokeGear-like functions for RS, lost the Poketch, we lost the HGSS bottom screen, we lost the C-Gear.
If there is a PokeGear, it won't be beholden to old functions. The new bottom screen has a clear purpose in mind, just like past ones had clear purposes in mind. This time it's about navigating, rather than communicating.
The addition of the QR scanner, as part of the Pokedex, could be seen by devs who don't actually play the games as a good replacement for Wonder Trade. It's not, but it could be perceived that way.
